A value 1 K olive on green was prepared but not issued due to the war conditions. The stamps were sold to stamp collectors afterwards.

I suspect the next two stamps to be Fournier forgeries:

The above two stamps have the same cancel 'K.U.K. ETTAPENPOSTAMT CETINJE -1 III 17' as can be found in 'The Fournier Album of Philatelic Forgeries'. I presume Fournier forged the overprint and the cancel only, not the basic stamp.


The forged 'Etappenpost' cancel and the forged overprints for Montenegro as can be found in 'The Fournier Album of Philatelic Forgeries' (reduced sizes).

Non issued stamp for Montenegro, 'Montenegro' horizontally overprinted on a 90 h stamp:

Fiscal stamp of Montenegro, overprinted ' K. u. k. Militar- Verwaltung in Montenegro'. I believe that the following values exist: 1 pa brown, 2 pa green, 3 pa blue, 4 pa green, 5 pa green, 8 pa violet, 9 pa brown, 10 pa orange, 20 pa lilac, 30 pa red and 40 pa violet, 50 pa brown and 70 pa green (value and overprint in black on both stamps). The values 1 pa, 2 pa, 3 pa, 4 pa, 8 pa and 9 pa all have identical design, the other values have a slightly different design.

I've seen the 5 pa value with additional violet overprint 'SHQIPENIE'.

Another non-issued serie of stamps with horizontal overprint was made for Serbia.

Fiscal stamp of Austria (Bosnia?), with overprint 'K.u.k. Militärverwaltung in Serbien HELLER HELERA' (issued during World War I):

I have also seen the values 2 h, 20 h, 50 h (other values might exist).
