I have seen fiscal stamps of Germany with the same overprint:

(Fiscal stamp of Germany, 'Frachtstempel', with 'C.G.H.S.' overprint, reduced size)

(Provisional 'C.G.H.S' overprint in violet on a Frachtstempel fiscal stamp of Germany)

(Left regular and right provisional 'C.G.H.S.' overprint on fiscal stamps of Germany)

In 1920 some stamps of Germany were overprinted with 'C.I.H.S' in a small circle
