Since I do not know the name of this forger, I will indicate him as 'Forger A'. Since these forgeries are often offered from Italy, he might originate from Italy (Oneglia? Panelli?). However, this is pure speculation at this moment. His forgeries are often cancelled with a numeral '4' cancel as shown in the next images:
